Hi Bob!  If a dog is neutered, he has absolutely no sexual feelings.  If you have an intact or neutered male and he is mounting other males, this is him telling them that he is dominant.  I don't think anyone is really sure whether or not dogs can be gay or not.  Generally when people have a male dog that mounts other male animals, they automatically think that the dog is gay, when in fact, he's just telling them he's the alpha dog.  I hope this helps!
