yorkie puppy acting strange

Question
My mother-in-law got a yorkie puppy on fathers day.  It has been playful and well behaved.  Recently he suddenly started acting lethargic and sluggish in the afternoon, it slobbers excessively and it tends to walk the perimeters of room bumping into walls.  He seems to be unseeing.  He gets in a corner and whines until you move it.  it seems the behavior begun after recent vaccination and worming.  Local vet seems clueless to what is wrong.  Help

Oh No - I wonder if he is toxic from the worming and the vaccinations?
Could be ?  Sorry the vet can't figure it out...Has the vet done any tests? ( what blood work was done on this little guy)
