Growling 1 year old yorkie

My neighbor has a one year old female Yorkie. She continuously approaches and growls at the man's wife if she is quietly sitting. What is going on in the dog's mind? if the woman gets up the dog follows her.I feel she likes the woman. How to stop the growling? Is it a control thing?  THKS

Maybe the dog isn't growling but talking to the woman. Some dogs are chatterboxes and they can sound like they are growling when they are indeed just speaking. If this dog isn't attacking her, or barking at her, or doing anything else threatening, then the dog is just communicating in her own way.
