Dog Scab?

Hello, so I hope you can answer my question or at least point me out to someone who can. I have a 2 year old male dog who has a scab on his testicle. I was hoping with time it would fall off and it did but it was bloody and just formed a smaller scab. Now it just seems as if the skin is trying to grow OVER the scab instead of pushing it out. I am worried it might be a tumor but it doesn't seem to be bothering him. It kind of just looks like a black spot on his testicle but upon closer inspection it is very much like a scab. He has other spots that have healed over( from my cat scratching him) that leaves black spots but no scabs. Should I take him to the vet or wait it out and see if it falls off?

So often dogs with scrotal problems will continue to lick themselves keeping the sore going.  It is rare to get a tumor on the scrotum.  It is important to keep the scrotal area completely dry.  Usually, a steroid creme or a steroid shot will stop the itching and swelling giving it a chance to heal.  If it will not heal, your vet can remove this lesion and find out what it is.
