My 14 year old dog is panting non stop and is cold to the touch what can it be??

If you can find an integrative one near you go there, but this is an emergency from the very little information you have given me. I suspect heart or poisoning, but there are so many other things that it is hard to guess with no more information.  You need professional help as soon as possible.
