I have a 3 year old Rottweiler and a couple of days ago I noticed that he had some skin hanging down on the underside of his neck and muzzle. It looks kind of like a frogs throat if that helps explain it. I have felt it over and there are no knots or anything it just feels like there is fluid collecting there. It doesn't cause him any pain and he acts normal but it seems to be getting larger. I figure I'll have to take him in to the local vet this week but do you think it's anything serious? Thanks.

I think it could be something very serious. I also think you should take your Dog to the veterinarian. This is not normal for Dogs to have skin hanging down the underside of their muzzle and  fluid to be collecting there. I cannot tell you what it is, but I suggest you take him/her to the veterinarian as soon as possible.
