i only have 4 fish, in a ten gallon tank.  I can not keep the water clean, i change 10-15% every few days and about half of it every other weekend.  I also vaccume the rocks and wash them when i change the water.  I just can not keep the tank clean.... Is ther some kind of chemical that i should be using?

First of all, no, it should never require any chemicals to keep a tank clean.

Secondly, which part of the tank can you not keep clean? It sounds to me like you are doing a good job washing the rocks and changing water. Tanks aren't meant to be perectly clean. Algae growth on plants and decorations is good and a little bit of waste in the rocks is healthy. As long as you change 10-15% of your water weekly, vacuum your rocks weekly, have a running and stable filter and clean algae off the glass as it needs it I think you should be okay.
