ragged looking betta

My beta fins are looking ragged and he has little colorful nodules that have grown on the lower part of his fin area what are they.. He still eats just doesn't look very colorful

Hi Deb,
He may have fin rot which is brought on by poor water quality. Check your water for ammonia, nitrite and nitrate.
Does he have any other tankmates who could be bullying him?
If so, remove the bully so your betta can recover. Lots of daily water changes would help his fins to re-grow.
