Neon Tetras - possible diseased fish

History:
5 gallon tank, 7 neon tetras, running for 1 year with one death 3 months ago - possible neon tetra disease (white spot on body, trouble swimming)

Current Problem:
Fish 1: Neon has developed a dark black lump on the side of its abdomen. It is swimming normally/eating/schooling with the other fish. It doesn't rub against rocks and no fish are aggressive towards it

Fish 2: Neon has developed eyes that bulge out of his head. His swimming appears to be a bit labored (flapping fins more than normal) but still schooling with the other fish.

Could the current sick fish have been infected by the one that died 3 months ago? Or does it sound like they have some type of bacterial infection and/or tumor?

Would you recommend isolating the sick fish in the same hospital tank?

Are there any OTC treatments I can administer in a hospital tank?

Any help would be greatly appreciated.

The fish sounds like it has a tumor. If nothing is being inhibited, don't worry about it.
The second fish has popeye. Just go out and buy some popeye medication to fix that.
Pop eye isn't infectious and putting fishes with two different diseases in the same tank is not a good idea
