i have a blue parrot fish... i just purchised the fish about 1 week ago.... i have been feeding him 2 times a day of some tetra flake food... this food is too help keep its color, but i have noticed certain parts of its skin is turning black or dark... he eats and behaves normal..  but is the color change normal ?

I would suggest keeping a close eye on it. It may be a fungus but if it is very mild and he is acting normal, I would recommend waiting to treat until it gets more advanced. The stress of moving could have caused a temperary color change, another reason I think you should wait before treating. Just keep a very close eye on him and try to not add any unnecessary stress to his life. If he gets more discolored or starts swimming odd, not eating, develops other bumps or spots, or has any other odd behavior I suggest getting an all-in-one treatment and treating him.
