i have a 29gallon tank, 70gallon filter and a box inside, i have 2 big pacus 1 is 8 to 10 inches and the other one is 5 to 7inches, 7 jack Dempseys all different size the biggest is 4inches   the rest are half a inch to 2 inches,i have 1 red devil thats 4inches,i have 3 Oscars  2 that are about 3 to 5inches and the smallest is 1 1/2 to 2inhes, i fire mouth ciclid thats half a inch ,2 sun catfishes that are 2inches and 2 plecos that are 3 to 4inches. never check the ph level ,nitrite,nitrate readings my take is always 84 degrees

How long has the tank been set up and running with these fish?  It is imperative that you check your ammonia, nitrite and nitrate asap.  The key is going to lie with these test results.

You know that you are severely, severly overstocked here, right?  A 29 gallon tank wouldn't be sufficient for one of the pacus.  You need a 300+ gallon tank for all that you have, and probably bigger than that.  It is recommended that you have a 125+ gallon tank for one pacu, they get to 3 feet.

Your temp at 84 F is a little high.  I would consider lowering it to 78-80 F.

Cloudy water is either because it's a new tank, and if so, we have a bigger problem because this many fish in a 29 gallon won't survive the cycling process or there is an excessive ammonia build up in the tank, which will also kill them.  There is not a way in the world for a 29 gallon with a 70 gallon filter to process the bioload for all of those large bodied fish.

If you cannot get a much, much larger tank asap I would re-home as many as you could or donate them to pet stores.  You'll still need to take corrective steps after this to ensure the survival of the ones you keep.  But it's extremely important to get the tank water paramaeters tested asap before I can give you any next steps.  We need to know how bad it is now.
