substrate/CO2 system

Question
My first question is how to clean sand before you place it in the tank? it is play sand that i bought from the local ACE hardware store. Second what is the best type of CO2 system for a ten gallon tank and a fifty gallon tank. I'm low on budget so cheap ideas would be helpfull. reply ASAP.

easy way to clean the sand is to fill a bucket half full, then add water, swirl it around and pour off the excess.
It will get the "debris" off it anyway.
Perhaps one of the C02 systems based on a paintball cartridge is best for this small of a setup.
