Feeding my PufferFish

I have recently got a XL Figure 8 Puffer...I have had him for about 3 weeks and he doesn't seem to be eating very much. Every 2 or 3 days I put in a alittle chunk of frozen Bloodworm or Mega Marine Angel. Most of his food ends up at the bottom of the tank and Im not always sure if he eats it. i don't know how much is normal for him to eat and how often.
If anyone can help me out with info on how to feed my puffer please let me know.

How long has the tank been set up?
Do you know the ammonia, nitrite, and nitrate readings?
Any other fish in with him?
What's the tank size?
Is he in brackish water or fresh water?
And, do you know what the store kept him in=brackish or fresh?
If it is a brackish water set up, what type of salt are you using to make it brackish?
