Cloudy water in an established tank

Hi - I wonder if you can help. I have a 30 litre bio-orb with 2 x minnow and 1 x red cap oranda - its well established, cycled and 8 months old. However, practically overnight the water went a really thick cloudy white like some sort of Sherlock Holmes-esque fog. I could barely see the fish in the tank. I changed the filter (5 weeks old - I normally change after 6) did a 1/3rd water change and added
a new airstone to improve supply to the tank. However, today the tank is worse than ever - you would be hard pressed to spot any fish in it. In addition, my ammonia levels are through the roof - I'm getting 4 ppm against my normal 0 - 0.5. I have added some ammolock to try and control these ammonia levels but can't understand where they have come from. Is it possible that the cycle process in the tank has completely broken down? I always add conditioner to my water and Stress Coat to improve the biological filtering process.
I have tried to look up this problem but most of the answers relate to either dust from substrate (its not that) new tank cycling (its not that - the tank is 8 months in) or algae bloom and it isn't that because the tank is out of the sun.
Can you help? I am concerned that the fish could be suffering and I can do very little to help.
