Answer
Hi Smita,
It does not sound like your goldfish is suffering fungal disease.  Scale protrusion and a very bloated body sounds just like Dropsy to me.  The goldfish gets swollen with fluid in attempt to flush out bacteria/virus in the body, probably causing the blisters filled with water.  The excess fluid is also causing the protrusion of scales.  Dropsy is usually secondary to another problem.  Something must have happened first, action wasn't taken, which caused Dropsy.  Bacteria can be killed, virus cant.  But we don't know which caused it.  By the time the fish has Dropsy chances are low to rescue but it can be done.

Buy medicated antibiotic fish food to see if it helps, this will kill the bacteria IF it is bacteria that is causing this.  If it is viral, you cannot do anything about it.  But it is still good to try if its bacteria.   Keep water quality in top conditions such as low ammonia, nitrite and nitrate to promote healing.  Also because of the edema the fish is having (fluid overload), add aquarium salt to the tank.  1tbsp/5 gallons of aquarium water.  Because of osmosis, the salt in the tank will drive the excess fluid out of the body, and decreases swelling, not only that, but the salt contains electrolytes to decrease the stress of the fish.

Fish diseases is not my specialty but I am familiar with Dropsy.  It's a hard diagnosis to treat because chances are some parts of the organs are damaged and early intervention is required to prevent further damage.  If there is too much damage, the fish might not make it.  Hopefully your fish's organs will reheal.  Hope I helped.
