i just purchased a 3 foot fish tank second hand and it has like a whitish water mark around the top ,what would be the best way of cleaning it off

A weak bleach solution (10:1) will do for a regular cleaning, but to get the limescale off you will need to carefully scrape off as much as you can with something such as a putty knife, razor blade, heck, maybe even your fingernail - be careful if it's acrylic! - and then go over the remainder of the area with lime juice and baking soda.

The glass shouldn't be as difficult to clean as the light strip. For this I've found white distilled vinegar works best. Added to baking soda, it makes an especially potent combination. Ever made a volcano for a science project?
