QuestionHi! We have had our betta Sebastion about a year. He has been set up in a single betta aquarium. . I wash out & change once a week. He has been siting at top of the water with his head at the top & body drooping downwards. He no longer swims. He moves & makes bubbles when I lightly move his home. I have been feeding Nutra fin max 2 flakes once a day.

It doesn't sound good. Bettas live to be about 2 to 3 years and are already at least 6 months old when we buy them. He is an old guy now. To help him be more comfortable, put his tank in the warmest spot you can find. Higher temperatures usually help. If it has been unusually cold lately, warmer room temp may even improve him a bit.
Look at his fins for clumping, white or grey patches, bloody areas, swollen body, protruding eyes, etc. Look at the following web page for a chart of diseases with symptoms and treatments too;
