hi brought 3 fantails on sat were all fine till yesterday we noticed the black fan tail is not swimming he is just sitting at the bottom of the tank, now he is under the pump just floating he is still alive and the other two fish our just fine

Does it look like he was in a fight (i.e., is he missing scales or does he have a cloudy eye or anything like that)?

BTW, goldfish are actually rather sensitive fish so sometimes it isn't obvious what is causing them problems.
