I have a 70 litre fish tank with 9 baby tiger barbs in. I have been told that I have too many fish for the size of the tank is this true.

No I don't think that is too overcrowded. However, as they get larger, you may strongly consider getting a larger tank or fewer fish.
One way to keep down the aggression between the fish is to provide lots of "structure" in the tank, e.g., wood, rocks, and/or plants that break up the space. This makes it so that weaker fish can hide when they need to and generally leads to a more peaceful tank.
