Question
The size of the fish bowl is small (about less than half a gallon of water), room temperature, clean the tank once a week or when it looks cloudy, and i feed him at least 3 times a day.  I bought him 3 days ago at wallmart and he wont eat his food.  Im wondering if i need to change his food to a different brand but before i did i wanted to make sure it was okay.  what should i do?

You should really get him a larger tank. Two gallons is my recommended minimum for any fish. Also, you need to clean his tank a lot more often, especially since it is so small and will fill up with ammonia fast. I recommend doing some research on betta care, and also the Nitrogen Cycle, so you can better understand why I'm telling you this.
Three or four pellets a day is more than enough - do not over feed. That is one of the leading causes of fish death for beginner fish hobbyists. You will understand better when you read up on the Nitrogen Cycle.
Summary - Study up on fish care for bettas, Nitrogen Cycle,do water changes TWICE a week until you get a larger tank, consider buying a water quality test kit (you can find it at most pet stores), and DON'T overfeed.
