Hello, I've had my betta for 4 months, he's in a full 5 gallon tank with a filter, fasts once a week, has 50% treated water changes every 2 weeks, has a very balanced diet with aquarium salt in his water, and he used to be a very friendly fish. He used to even come up and bump his nose to my finger when I touched his water! He still comes up to the tank wall to say hello and dances for me, but whenever I put my finger to the tank to say hello back like I used to, he shies away. Sometimes he even jumps and swims so fast to the other side of the tank he runs into it!
I moved a month ago, could the transport have scared him? I had him in his betta bowl for easy transportation and held securely in my sister-in-law's lap, well in view for him to be able to see me, in a very well heated car that I drove extremely carefully to avoid splashing him around, but ever since he's been scared of me and everyone else. I love my little fish and I don't like the fact that he gets so stressed out when people are close now. Is there anything I can do to help him out?

There is nothing wrong with your fish, health wise by displaying the type of behavior you have explained. It is acting/reacting normal. I'm certain that the move, swap of its environment temporarily, scared or stressed it. Is it near high light, such as a window that allows bright light to shine on its tank? This can cause stress. I wouldn't worry too much about the fish behavior though, ultimately.
