budgie down, cant get up

Question
why would our young budgie be down, unable to get up with legs back.  He has been jumping off a table.  We've had him for two weeks and we let him wonder on the floor which seems to be his favorite place but he does keep trying to fly, clipped wings.  He doesn't much like it in his cage which is why we let him wonder.

He may have a condition called splayed leg.  Are his legs spread apart, and sort of wobbly?  I would contact a vet, and ask their opinion.  Sorry I can't be of more help, but with problems like this, I can't really help you; its something a vet will have to help you with.  If you want more information, there's a great site: http://www.cagenbird.com/splayed_leg.htm
