i started out having two male budgies and they really like playing with each other, but after i put in a female they weren't playing with her, what is happening?; also that one of my male budgies keep regurgitating food to the other male, is this normal

How long has it been that you put the new bird in with the 2 males?  If it's only been a few days, they all need time to get used to each other.  You've put a "third wheel" in with a pair of birds who were buds with each other...now they have to establish a new hiearchy amongst themselves and establish new relationships.  

It usually isn't a good idea to have an odd number of budgies together in the same cage.  One is going to be "left out" and the others might "gang up" on the third one.

Are you sure of the sexes of your birds?  It's normal in the sense that this happens between pair-bonded birds.  When a bird regurgitates food to another bird (or a human or a toy, etc.), this is a sign of pair-bonding, i.e., indicates the birds are "in love."  The only other time I've seen one male regurgitate food to another male is when the one being fed was ill or injured.  If you have 2 males bonding, you might want to consider separating the 2 males, putting one with the female and keeping the other in a separate cage (and/or get a mate for the single male).
