i have brought 2 lutino ringnecks late last year and was to late for them to breed and now breeding season is coming up soon...
at first i was thinking of hand raising from birth but then when i did research i found you need to feeed babies under 2 weeks every 2 hours but i still go to school so i would not be able to do that
should i take them out of the nest at 2-2 and 1/2 weeks or let parents take care of them till they are weaned and if i do let parents raise babys what should i give the parents to regirgatate for the babies??

If you are planning to sell these Indian Ringnecks as pets, you need to handfeed them.  Indian Ringnecks are not, by nature, cuddly, and you make them even less so by letting the parents feed and raise them.  

That being said, are you prepared to feed 5-6 times a day at 2 1/2 weeks of age?  If not, you should have someone else do it.  Also, have you been trained to handfeed by an expert?  Do you know the proper temperature at which to feed formula?  Have you purchased the proper formula for ringnecks, and know exactly how thick to feed it at the various stages of growth?  If not, let someone else handfeed your birds who knows what they are doing, or let the parents raise them and sell the babies to people who want to eventually breed.
