Sick Russian Tortios

I was given two Russian tortoise one male one female my question is the male seems to be sneezing allot and having some boogers. what can i give him to help this? I soak them in water to ensure drinking and I built them a larger pen as to the 2x2 rabbit cage they were given to me in. i have a heat lamp on them as well because where i live it is usually overcast. I am not sure if this will hurt them to not be warm enough? the turtles are the size of a small saucer and one has a pretty banged up shell. i read that this is caused from feeding wrong. I give them a good variety of weeds and veggies should i give them anything else? I know there are a few questions there but i honestly don't want these guys to die. I have only had them for 2 weeks and really just wanna know all i can about them.            thank you so much             Angel
