That is a good sized tank for him.
I would change the sand out for a solid substrate such as tiles, non adhesive shelf liner or paper towels.  He could also be impacted too, which could cause a huge decrease in appetite too.  This sand, is it calcium based sand?   
The new tube UVB should be placed beside the basking bulb on the left side.  
How are the temps coming along?  You don't need much since you are already using a 150watt bulb for basking.  
He does need the UVB as soon as you can get him one.  Either the Reptisun 10 tube or the Arcadia D3 12% tube are fine.

Hi Tracie,

I already have the tube UVB on the left side with his basking light. What I meant was, should I have a second UVB bulb on the right half of the tank as well. The sand I'm using it play/sandbox sand, which I chose as an alternative to calcium sand after reading about impaction. The temperatures don't seem to go past 92-93 on his basking side, and that's with a 150W basking light, a 50W basking light and an under tank heating pad. I really can't think of anyway to increase the temperatures more. After changing his substrate, is there anyway I can get rid of his impaction?

Hello Justin,

Oh no you don't need another tube on the right side of the tank, one is fine.  
Wow, that is quite a bit of heating.  You are using a digital probe, correct?  Could the batteries be low & it is not reading correctly?  Are you measuring right on his basking spot or the ambient air temperatures?
You can bathe him daily, to help with impaction.  Massaging his belly on the right side, directly under his arm pit all of the way to his vent, carefully, to help break up any impaction that may be present.  You can try giving some sugar free applesauce, canned pumpkin & a drop or two of olive or mineral oil daily with a dropper or syringe to help with impaction, too.
