reptile licence

i am writing this for my son he is 11 years old and would like to own a blue tongue and what is to know if he has to have a reptile licence and if so is he old enough and where can you get it from.

 As I am in the United States, I would contact the RSPCA or agency governing captivity of native wildlife for you area.  Australia may have licensing laws in areas.  As far as age, I would make sure first that he join a herptological society to learn proper care till he is as well versed as Bindi Su Irwin before purchasing any reptile.
