i have a common garden skink which sometimes becomes very slow and lazy with eyes half shut why is this?

Are you providing full spectrum UVB for your garden skink?  If so, what type & brand do you use?  A flourescent tube bulb or a compact/coil light?  
Are you supplying calcium for him several times per week?  How old is he?
What kind of basking light are you using for him?
You must be in Australia!  What type of tank setup do you have for him, does he have any little hiding places?
What do you feed him?
What are the temperatures in the tank?
