Question
I would like to build a sort of outdoor shelter/NOT A CAGE for a wild rabbit
who sleeps in my oregano.  It is cold in Pennsylvania and I have no idea how
they survive.  Do they burrow?  I have heard a hollow log but do not have any
idea how to find one.  Any input would help.  Many thanks, Bibi

Dear Bibi,

If this is a wild cottontail, then he might not readily go into an enclosed shelter, since it won't feel safe.  Any shelter you build will have to be open on at least two sides, and have good visibility for him to see approaching predators, or he might not use it.

A raised platform with a raised floor covered with fresh hay and straw would probably be a welcome shelter.  Or, if it's not too windy, you could even use a patio umbrella that will keep the snow off, and then raise the ground under the umbrella with landscaping pavers, and add clean, dry soil so he can get up above the cold ground.

Another option is to build a large brush pile with many exits and entrances that he can figure out how to use on his own.

Cottontails don't burrow, so an aboveground shelter will work best.  Start now to build it so he has a chance to "make it his own" before the cold weather kicks in.
