I have a small Netherland Dwarf who is now just over a year old. Recently I've noticed when he's out playing he has to stop and scratch his ears fairly often. Upon inspection, I noticed that the fur on the back of his neck, where his ears lay down, has been chewed down really short. He doesn't have bald spots on his ears, but when I pet him small amount of fur come off in my hand and when I looked at one of the clumps there appeared to be dry skin at the base. If it's ear mites, is there something I can do for him at home? If I can't help him get rid of them at home, can I do anything to help him not get them again?

This does sound like a possible case of mites, and the best and safest remedy is Revolution (selamectin) from a rabbit-savvy vet.  You can find one here:
