I am a first time rat owner and own Sprinkles a 1.5-2 yr old hooded rat and Dipstick a 2-5 month old hooded rat. I do not have a litter pan available just yet or know what kind of litter to us. For their bedding I use wood shavings specially for rats and gave them shreds of an old shirt for bedding. They didn't have a special corner for going potty so I chose one for them. I spend a lot of time each day moving soiled wood chips to the 'potty corner' and they don't seem to get the idea. Is their anything I can do to make it easier on them and is their any inexpensive litter I can use for them?

All you need to do is remove ALL LITTER from the bottom of the cage and put it all in the litter box. Use a shoebox for now till you get a plastic one.  If you keep litter all over the cage bottom it confuses them.  What type of litter is made just for rats?  I have never heard of that.  Also, you can offer them paper towels and toss them daily to keep odor down rather than shredded tee shirts that may have loose strings on them that could get stuck on the rats feet and cut off circulation.
