Answer
Hi, David.  Thanks for posting.

Well, I'm not going to say it absolutely isn't possible for these 2 different species to breed because I've seen some strange behaviors/things happen in parrots over the many years I've been breeding parrots/birds, but you SHOULD NOT let them breed.  This would be severe hybridization, and I'm not really sure the babies would turn out right, if there could possibly be babies.  Usually species this different won't actually breed.  It would not be right to allow babies of this mixture to be hatched (if it were possible).  You would be allowing a completely new species to be developed, which would "contaminate" the gene pool down the line (if it's even possible for these species to breed with one another).  They may just be going through the motions because it's the very early beginning of breeding season and/or they are bonded to each other (birds who are bonded to each other feed each other).  The cockatiel probably lifts her tail because, again, it's starting to come into breeding season and she may want to mate, but you should only allow her to mate with her own species.

If there is another female budgie in the same cage, why not remove the cockatiel and allow the 2 budgies to bond with each other, if you want baby budgies.

You need to decide what you want to do as far as breeding goes, then educate yourself as much as possible about the entire process of breeding, handfeeding baby birds, etc., etc., BEFORE you allow any of your parrots to mate.  After babies arrive, it will be too late, and there are very many things (problems) that can occur throughout the process that you need to have knowledge of.

I'd recommend putting the cockatiel in another cage and keeping the 2 budgies in a cage by themselves.

Thanks.
