Sick bird!

hello im just wondering wat kind of infection or if it is even and infection that my bird has. he is a superb parrot and his feathers have been  puffed up alo lately and he keeps scratching his eyes on the stick in his cage and its gotten to the point where there is a grey ring around them! he was sick not to long ago with black runny poos and we took him to the vet and he was fix up and all fine but i dont know how he go sick this time and he is drinking alot of water as well!! so is this an eye infection that needs to be taken to the vet or will it just heal in time???

I wouldn't take a chance in waiting. The thing about birds is that by the time we SEE that they're ill, it's been happening for quite a while.
 Your bird likely has a respiratory infection, but it could also be a crop infection or any number of other things.

Please get your valued companion seen right away so it doesn't get worse or progress to an untreatable state. Preferably an avian vet should be seen, but if your vet has plenty of experience with birds, that's fine.
 He'll need a crop and perhaps vent swab, culture and blood panel. If you haven't had it done, a DNA test is also very worthwhile for ruling out certain diseases and just in case you're wondering - it will confirm the bird's sex once and for all.
 If you consider the lifetime of the bird and figure that expenses like this only happen once (for the genetic profile) - it's sometimes less than $1.00 a year.  
 We also have our birds 'well checked' twice a year every year, figuring that this expense is pretty low cost for a healthy and happy bird.
