My parakeet is staying at the bottom of the cage today and hen she sees me she is bobbing her head up and down. It is not like her to be at bottom

Hello Kathy and thank you for your post.
If your bird is sitting at the bottom of her cage for long periods of time, or has its feathers puffed constantly, you have a sick bird on your hands and should be seen by a Certified Avian or Exotic Animal Vet ASAP.  
She might also be getting ready to lay eggs.  If she starts making sounds, like labor pains, then that's what is going on and there's nothing to worry about.
Females can lay eggs without the presence of a male, the eggs just are not fertile and they will not hatch.
Keep a watch on her and see how she acts.  If she is lethargic and her feathers are puffed out, then get her in to be seen right away.
