Question
I have a yellow nape amazon bought a beautiful new cage and she is not eating or playing she hangs at the top of the cage. If I remember when I brought her home 3 years ago this also happened she is still playful and will eat out of our hands but will not feed on her own.

Some birds can be very scared by new things (especially cages, since these items are so big). Sometimes birds will be scared of new toys, people, etc. The fact that your bird is clinging to the top of the cage (birds feel more secure when they are high up) is a clear indication that she was not ready of comfortable with this cage yet and should not have been moved into it yet.

The ideal way to help avoid (or limit) this fear behavior is to introduce the bird to the cage very slowly. Start with the new cage on the other side of the room. Maybe after a couple of days, allow her to play on the top of the cage with the door open, but don't force her to live in it yet. Let her come and go as she pleases. Only feed her favorite treats (like sunflower seeds) when she is on the new cage. This will help her associate the new cage with good things. :)  Then slowly start moving the cage closer, until it is side by side with her current cage. Then slowly start moving her things into the other cage (like favorite toys and such). And let her play on top of both cages- going back and forth as she pleases). Sometimes birds will take weeks to get used to new items.
