Hi Maggie,
My 17 day old baby cockatiel's eye isn't open yet.  The first eye opened 5 days ago and she's very healthy and developing properly in all other aspects.  There are no obvious, outward signs of deformaties or trauma to the eye.  I can see the eyeball moving underneath the membrane, and it's identical in size and color to the other eye.  Thanks for any advice you can offer.

It's good to hear about the well development of your new baby in all other aspects, so good job, for you and the 'tiel mom!
 It sounds like the membrane didn't separate for that one eye, since you haven't noticed crusting or other signs of infection.
You really need to take the chick in to an experienced avian vet to have it evaluated. There are options, including surgical ones, that are much easier and effective if performed early.
