Cockatiels should be 18-24 months of age when allowed to breed.  They can produce offspring at a younger age, however, they aren't mature physically until nearly 2 years old.  Breeding them too young will likely shorten their lifespan.  Allowing them to mature will result in healthier adults and babies.
