I could not find anything on the internet, but I have posted the question on Yahoo! Answers to see if anybody knows of an Avian vet near you.  You will probably have to do some traveling, but it will be worth it to get your friend the help it needs.
I will let you know when I get some answers.  In the mean time, try to keep your bird warm, and make sure that he has plenty of fresh food and water offered to him at all times.

Also, check with your local pet shop. They may have more ideas too.

Please keep me posted on how your friend is doing.
