this site offers insight into basic grooming of a parrot. Toe nails can be clipped with cat or rabbit nail cutters...be sure to cut just the tips as there are veins running down each nail and if you cut tehm they will bleed and the bird will be very shy of cutting his nails ever again. Its best to have blood clot powder on hand it can be found in any pet store you dot this over a nail accidently cut too short and it will stop the bleeding almost instantly.
