Underneath one of my parakeet's wings I noticed that there appears to be a very small growth (big on him, about the size of a human's pimple.) when he trys to fly (he's never been much of a flyer) it seems to come out from underneath the feathers.  He's a little old (about 10) and I'm wondering if I should take him to a vet, or if its just something that might go away.  Please help!

Budgies (parakeets) are one of the most prone of our companion birds to tumors. Most are likely "fatty tumors" (not cancerous), but all need to be checked out.
Sometimes they may be left alone and watched carefully (the vet needs to make this decision though), others are removed.  If the bird starts picking at it, it may become rather messy (bloody) and could lead to overall feather picking/plucking.

 Make sure you see an avian vet or at least a vet who is well experienced with birds of this size/type.

Chances are it's nothing serious, but you need to know.
