My guinea pig wont calm down and cuddle!

Hello!

 A little over six months ago I purchased a beautiful baby male guinea pig and named him Toby.  I hoped that through time and training he would calm down enough and be comfortable enough to cuddle with me.  He popcorns when I take him out of his cage and pet him so I know that he is at least happy.  He'll take a treat directly from my hand so I know that he trusts me.  Is his hyperactivity and lack of a desire to cuddle just his personality?  My last guinea pig would cuddle with me for an hour or more at a time.  Is there anything I can do to help calm Toby down?  Toby also has an issue with biting.  He has broken my skin on several occassions.  Toby does not seem aggressive to me very often.  He just seems really hyper.

Hello,
Try when you hold him on your lap to keep him calm by feeding him a carrot or something for him that takes a long time to eat. Some guinea pigs love to be held (such as your old one) but Toby may have a more hyper personality(as you said)
Instead of holding him (as some guineas hate being held) you could lie down on the floor/ sit reading/ watch tv and let him run around you to help him feel in your presence.
