Help! Whining Dog!

Hi!  I adopted a Black Lab mix from the local animal shelter about 2 weeks ago. He is about 3 months old. When I picked him up the worker told us he had just been wormed so if we seem worms in his BM it would be normal.  He scratches his ears and whines a lot so we treated him for ear mites and he has gradually stopped scratching there, but since day 1 he has been liking his private area and whining really bad.  I thought it might be worms at first, but Im not sure now.  He also has a faint whine while he is sleeping.  Can you please help me!?  what could this be?!

If you haven't taken him to the vet I would recommend doing so to rule out the possibility that something is wrong physically.  If his anal glands are bothering him that could account for the licking as well as the whining.  If nothing is wrong with him physically its possible he is just a whiny dog.  Some breeds such as German Shepherds are extremely whiny, and although the shelter has him as a lab mix, chances are they don't really know what his parentage was.  I would definitely take him to the vet for a complete physical though.
