My dog's behavior is a question. He licks the floor and his paws a lot, and bites at his feet sometimes, and uses his paw to scratch at his nose. We have tried everything to see what is up with him, but no one seems to know what. He is relatively healthy. Rufus is a 3 year old lhasa apso. Strange dogs, but loving dogs.

Hello Becky;, I would wonder if Rufus has a foot fungus, does the pads or the toes or even in between the toes look red, irritated or swollen?  If so then getting rid of the fungus would help.  Either a vet recommended antibiotic or Epson salt dips or any method that kills bacteria will do.  The problem is even if he does not have a fungus now, if he continues to lick and keep the area wet or moist then it is inevitable that a fungus will materialize.  An Epson salt rinse/dip each day may accomplish a few things, if he has an allergy to grasses or anything else or if it's just a licking fetish the Epson salt rinse/dip will help rinse off any substance that irritates him and prevent a fungus from developing.  Of course you will have to towel dry the area very well.  You might even have to distract him while they completely dry, by giving him a bone to chew on or just holding and petting him on your lap for a time, I know he will enjoy that.  Good luck and Thanks for asking, Cindy Lou :)
