What should I feed my 3-wk old Papillon pups?

Our 5-lb Papillon mom had 2 pups 3 weeks ago tomorrow. She's been a good mom feeding them, but her once-swollen with milk titties have decreased markedly in size and both female pups, when they nurse, move rapidly from nipple to nipple, seeming not to get enough. Also, mom has begun spending most of her time outside of the crate where the pups are. So..I'm thinking it's time to wean the pups, or at least supplement their mom's milk intake with outside food. What do you think? And what food can I now give the pups (for instance, cow's milk), and when and what solid food should I give them? Thanks for your help.

Do NOT give cows milk as it will give them diarrhea.  She is beginning to wean them very early. If you think they are not getting enough to eat you can try giving them a good dry puppy food. Before feeding, moisten with warm water first....not a lot, just sprinkle it on until lightly coated. Let it sit until it can be mushed up. Then add some cottage cheese to the mixture and see if the puppies will eat it. They are too young to be completely weaned, so they still need to be nursing.
