my dog wont stop crying

i have a chocolate lab about 10 months old, i have to keep him tied up most of the time because he is so boystrous and hyper and every time i leave the room or im on the phone or talking to someone or doing chores around the house he crys and crys and he is so loud you can hear him down the street. please if you can help me that would be great.

Labs are very energetic , intelligent dogs. And yours is still very much a puppy. Rather than being tied up he needs exercise, He should be walked twice a day , briskly at heel with a pack to give him some added weight. At least forty five minutes per walk, more if you can manage it. He also should be  running at least three times per week until he is so tired that his tongue hangs out. Take him to a dog park, play fetch with him, buy him a treadmill, whatever you have to do to get him moving. You can also put a tether ball and pole in your back yard, attach some toys to low hanging limbs. When you're on the phone or busy give him a kong or other toy with treats stuffed inside to keep him busy and occupied. Get him into an obedience class or start him in a dog sport, like fly ball or frisbee. He is too much dog to try to keep cooped up in a small area. He will develop problems MUCH worse than just crying and disturbing people if you don't get him moving. He's a retriever, let him retrieve until he's TIRED.
A tired dog is a happy, calm dog. Wear him out!
