hi i am curious to find out when a bichon friese coat begins to look curly as my 7 month old tilly doesnt seem to look like the images i see on the web

If your dog's coat is still straight at this age, I doubt it will ever change. (I am assuming that it has been groomed a couple times now.)

There are certain things that make one dog pet-quality and another a show dog. It can be due to the amount of angulation the dog has, the way it moves, or the type and amount of coat it has, among other things. Faults in any of these areas doesn't mean the dog will be any less a pet, but just that it won't make it in the show ring and that it should not be bred.
