neighbors dog not on aleash

Hi,I live in Phila.,we live in a row home,so we share steps with our neighbor the problem is they have a dog a mutt it looks to have a little bit of wolf in its features #1 they leave there dog out front with no leash #2 the mailman will not deliver our mail when the dog is out #3 a friend of ours came to drop off something and had to run back to her car because the dog was grouling at her what can we do we have tried talking to this neighbor with no results such as oh well you got your mail came the next day right fed up please help if you can.donna

Well first in some places wolf hybrids are illegal,so if you think the dog is part wolf,you can always call animal control about it,but some mixes look like wolves like anything with husky,malamute,akita,german shepherd or even collie

The main problem is the dog is lose and aggressive,so you can also call animal control on them for having a dangerous dog at large,since you have already talked to them,it's time to take action,it isn't fair to you at all,so you have no choice but to call animal control and they can fine the owners,or even take the dog away if they don't follow the guidlines,in cites there are leash laws for a reason and it's animal control's job to enforce such laws
