lameness in puppys backside

For the past 2 weeks my 9 month old Husky has been experiencing episodes of lameness in his backside.When standing, he quickly sits his behind and can not stand on all fours for 3-4 minutes. To move, he scoots. He also licks himself aggressively. Other times he is very active, jumping, climbing, etc.
