potty training yorkie

I am keeping my 8 week old male in a crate and when I let him out I take him to a potty pad ( it is very cold where I live right now so outside is not an option.) He relieves himself and then a minute later goes on the floor, and in a minute or so again relieves himself wherever he is. What am I doing wrong?

This could be a medical issue and not a training issue.  It sounds like he knows that he is supposed to go on the potty pad.  It is not normal for a dog to pee, pee a minute later and pee a minute after that.  Try confining him to the pad for a couple of minutes after he goes, or put him on a fresh pad after he pees the first time.  I'd also get him checked out medically to make sure he doesn't have an infection or something causing him to pee more often.
