Question
I have a 11 week old poodle pup and I just completed my garden and put red cedar mulch that has bits and slices of red cedar wood.  If my pup decided to chew on something like this, will it hurt him?  Is there something in the cedar wood that might be toxic?

While cedar mulch is fairly low in toxicity, it can still cause plenty of problems in the digestive department. It is best to keep your puppy from chewing on it. (Cocoa mulch is the one that can be deadly since it contains high levels of theobromine.)

Keep your puppy occupied by playing with him outside after his potty breaks, and never leave him alone out there. You might also put low border fencing around your flower beds and teach him not to jump over them. When we lived in town, I actually resorted to 2 ft. black welded wire around my flower beds, and it worked quite well. The black really doesn't show up from a distance. Green isn't too bad either.
